It was the new millennium of incomplete-distances to readings for transit/traffic securities on Earth, and Starscream viewed it with a certain 'flare' after being exiled by the terrorist-robot army general Galvatron, forcing him to seek a new universe-consciousness and moving him away from the A.I. war-torn planet of Cybertron (hmmm).

STARSCREAM: I've done it, in the Grand Canyon (American Southwest), devised a new legion-force of war-vehicles transforming mini-robots who'll combine into the mighty super terror wizard named Bruticus, and this deed shall cast me as a pioneer-inventor for Earthling-deconstructions with this force wielding a special half-invisible power for leviathan!

Why'd the wily/calculating Starscream abandon his 'examination' for power-mechanics for pyramids and engineering on Earth and simply return to Cybertron with a handful of capitalism-race 'souvenir' treasures for a trophy-reading concerning fortune's (incomplete) dodecahedrons? Perhaps he simply felt like he'd achieved enough with the design of Bruticus to warrant a return to robot-planet studies for the vanities surrounding capitalism's (unique) darkness.

AMERICAN PRESIDENT: This note, left by alien-visitor (secret), with toy-model?

MEDIA CONSULTANT: Mr. President, we think it's either a prank or Romanticism.

AMERICAN PRESIDENT: He says his name is 'Starscream' for war-agenda study-IQ?

MEDIA CONSULTANT: Mr. President, we think it's no threat to Air Force One.
