Why did the Scarecrow seek an Xmas-threat on the Gotham Aquarium for a digit-challenge to Batman and Robin, masked-vigilante heroes of books?

As a bright cyber-journalist in Gotham, I considered my new Xmas-season expo on the quality of intelligence concerning the super villain Scarecrow as special superstitions write for transit-securities in the new millennium, hoping that our two famous masked-vigilante (unknown-ID) super heroes (Batman and Robin) would deal with a threat to a major institution to preserve social-media 'traffic' readings for festive language-arts and bureaucracy.

ROBIN: Holy rusted cyborgs, Batman, this threat to the Aquarium is all anti-Xmas!

BATMAN: You said it, buddy; perchance this holiday-season big-fish terrorism's anti-art.

ROBIN: Some message about swimming floating life on Earth under laser-threat?

BATMAN: Probable Scarecrow-Thesis, Robin pal; an image for anti-art mentalism in leviathan!

ROBIN: An aquarium disaster for anti-tourism signals a dark view for bureaucracy-teamwork, ok.

Sure, Scarecrow had emerged as a real nasty-threat to transit and superstitions for Gothamites, we poor hapless residents requiring (simply) Batman and Robin's super senses of interception and/or infiltration for mechanics and engineering and salvation! Scarecrow had already tried to poison the water-reservoir with hallucinogens for Halloween bad fare, and this Aquarium-Thesis, as Batman put it, was some new millennium bad-harvest imagery for the end of Xmas-season flare tourism (perhaps even for social-media art!).

SCARECROW: Bad lights for a bright city in Hell, even for Xmas-shopping, heroes.

BATMAN/ROBIN: Saving the Aquarium was an honor for us, villain; Xmas-street trampoline religion.

SCARECROW: Damn, you've become an odd-pair of danger-duo heroics-machinists (for time).

BATMAN/ROBIN: Photo-synthesis, Scarecrow (ha).

Well, I was more happy than others, for the Aquarium was a place on Earth where my dear-departed (Catholic-faith!) mom (Nina) would take me, on Saturday mornings, for a special 'examination' of what made live life-floating 'action' an Earthling consciousness for mobility and strength (sure). Batman and Robin saved this institution for Xmas-tourism, and perhaps I would adapt this news-legend into some first-attempt work at creative-writing, perhaps casting the Scarecrow as the Devil himself, destroying our Gothamite 'worldly' sensibility of acquired/inherited (simplified) field goals.
