Kaiko is an exceptional individual. I don’t say that lightly and I don’t say it as a compliment exactly. Exceptional in the way that certain weather patterns are exceptional " you recognize the scale of them and you prepare accordingly. I’ve sat across from him at four multiclan meetings. He is always the most comfortable person in the room. Not the most powerful " he knows I’m in the room " but the most comfortable. There’s a difference. Power makes some people careful. Kaiko has never once looked careful. Another pause. I think about him more than I think about Nagoro. Nagoro I understand. His philosophy is bleak but it’s consistent and it points in a direction I can track. Kaiko I understand less than I should given how much time I’ve spent watching him. What I know is this. The Great War started with a sentence he delivered in a room at exactly the right moment. A sentence. And seventy four of my people died in a fire eight years later in a chain of consequences that began with that sentence. He has never once acknowledged that. Not to me. Not to anyone as far as I know. He discusses the Great War the way you’d discuss weather from several years ago. Interesting. Formative. Someone else’s problem now. Quietly. Keep an eye on the young ones when he’s in the room. He looks at them differently than he looks at the rest of us. I haven’t decided what that means yet. Hiroshi " Master I don’t trust him. That’s the whole answer. You want more than that? Leans back. He’s the right hand man to the Okikawa leader. He’s charming in the specific way that makes you aware you’re being charmed which should make it not work and somehow still works anyway. He remembers everyone’s name. He asks questions that make you feel seen. He’s done this to me twice and I know exactly what he’s doing and I still walked away from both conversations feeling like I’d had a genuine exchange with someone who found me genuinely interesting. That’s a specific kind of skill. I respect it the way I respect a weapon I wouldn’t want pointed at me. The south district. I was there. Kaiko wasn’t directly involved " the fire wasn’t his doing. But the war that created the conditions for the south district to happen the way it did started with him. He knows that. He’s smart enough to know that. He’s never said a word about it. A person who understands what they set in motion and never says a word about it is a person I don’t turn my back on. Picks up the whiskey bottle. Doesn’t drink. Sets it back down. That’s all I have to say about him. Kansei " Chief Smiles warmly. Says nothing for a moment. Kaiko is remarkable. Genuinely remarkable. I’ve known many powerful people and very few of them carry their power the way he does " as though it’s simply the natural condition of being in a room rather than something that requires maintenance. He’s been an effective ally in multiclan proceedings. Measured. Consistent. His positions are always clearly articulated and his reasoning is always internally coherent. You always know exactly what Kaiko wants from a meeting because he tells you, which is rarer than it should be among people at his level. The smile doesn’t change. I find him very interesting. Pause. Is there anything else you’d like to discuss? Akemi " Apprentice Okay so I’ve only actually been in the same room as him twice " the multiclan meeting and then briefly when he came through the base for some kind of formal visit thing. Both times he was " I don’t know. Really nice? Like genuinely nice in a way that felt real. He remembered my name the second time which I wasn’t expecting at all. Asked how my training was going. Seemed actually interested in the answer. Pauses. Akihiko told me afterward not to be flattered by that. Which " okay, valid, noted. But it’s hard to explain. He has this quality where the attention feels real. Like you’re the only person in the room when he’s talking to you. I don’t know. I’m probably being naive. Singh makes me feel seen too and that’s definitely just Singh being Singh. Beat. Wait is this being kept on record? Because I want it noted that I said I was probably being naive. I’m not an idiot. I just " he’s very good at what he does. Whatever that is. Akihiko Looks at the recording device. Looks away. He’s the Okikawa Chief. He’s been the right hand to the Okikawa leader since before I joined the clan. His combat capability is unknown at a precise level but the estimates are significant. He has the gravity Vex and something innate that nobody has fully documented. He’s been present at every major multiclan proceeding for the past several years without incident. Pause. That’s what I know. Longer pause. He looked at Yuka at the multiclan meeting. I noticed it. He wasn’t looking at the proceedings or at Yamamoto or at anyone else of obvious significance. He was looking at Yuka. More than once. With the specific quality of someone who has already decided something and is confirming it rather than assessing it. I noted it. I haven’t determined what it means yet. Flat. I don’t like him. Yuka " Apprentice Chief Kaiko? Yeah I remember him. Tall guy, hands in his pockets a lot, really good smile? He came up to me after the multiclan meeting " the one where I basically just stood there trying not to look lost " and told me I handled myself well. Which honestly I didn’t, I was completely out of my depth, but he said it in a way that made me feel like maybe I had handled it okay and I didn’t realize until later that I had no idea why he was talking to me at all. He asked about my training. Asked what it was like carrying the fire. Not in a weird way " genuinely curious seeming. I said it was like having a muscle you’re not sure how to use yet and he nodded like that was a reasonable answer. Scratches the back of his neck. I don’t know. He was nice. Nicer than I expected a chief from another clan to be. Akihiko gave me a look afterward that I couldn’t fully read but was definitely a negative look of some kind. Should I be more suspicious of people who are nice to me? Is that a thing I should be doing? Pause. Hiroshi would probably say yes. Kazuo " Master Kaiko is one of the most socially intelligent people I’ve encountered in thirty years of clan work. I say that as an observation rather than a compliment. The specific quality of his intelligence is relational " he understands what people need to receive in order to give him what he wants and he provides it with a consistency that suggests it costs him nothing. Most people who are good at that kind of reading have tells. Small moments where the reading is visible. Kaiko doesn’t have tells. Or if he does I haven’t found them after four years of looking. What concerns me isn’t what I know about him. It’s what I don’t. The Okikawa leader is a reasonable man. Cautious. Institutional. The kind of leader who maintains equilibrium rather than seeking advantage. Kaiko is his right hand. That pairing has always struck me as slightly wrong in a way I haven’t been able to articulate precisely. Thinks. A cautious institutional leader doesn’t usually choose a right hand who is the most interesting person in every room he enters. You choose a right hand who complements you. Kaiko doesn’t complement the Okikawa leader. He outshines him completely and has done so since he arrived in the position. Either the Okikawa leader doesn’t see it or he sees it and it doesn’t concern him or there’s something about the arrangement I’m not understanding from the outside. None of those options fully satisfies me. Naoki " Apprentice, recently graduated Swordsman Chief Kaiko acknowledged my graduation personally. Sent a formal note through the clan correspondence. I thought that was " yeah. That meant something. He has a reputation as someone who recognizes genuine talent when he sees it. The kind of leader who values capability above seniority which is rarer than it should be. I respect that approach. Straightens slightly. I think he’s someone worth paying attention to. The Okikawa clan is stronger for having him and whatever his reasons are for staying in the right hand position rather than seeking leadership himself I’m sure they’re considered. Beat. I’d like to meet him properly someday. In a real context. Not just a formal proceeding. Jira " MIT Researcher Oh he came by the lab once! Really tall. Very charming. Asked about my arm which people usually either stare at or ignore and he just " asked. Straightforwardly. I appreciated that. He looked at some of my work on the table and asked a few questions that were " actually pretty good questions? Like he understood what he was looking at faster than most people do when they come through here. I showed him the preliminary notes on the Vex tool analysis and he was engaged the whole time. Didn’t do the thing where people nod and wait for you to stop talking. Actually engaged. Brightly. I liked him. Very good questions. Pause. Although now that I think about it he asked quite specifically about the fire related research. Like " returned to it a couple of times. I probably talked more about Yuka’s situation than I usually would with someone from outside the clan. Longer pause. Hm. Singh " Security Manager Chief Kaiko visited the base approximately eight months ago for a formal inter-clan liaison meeting. He came through security with his full retinue, all credentials verified, all equipment logged appropriately. He stopped at my desk. He stopped at my desk specifically. Not Yamamoto’s office, not the main hall " my desk. And he said " and I remember this precisely " he said you run a tight operation here, the security infrastructure is exceptional, the person responsible deserves significant recognition. Pause. He was right, of course. I do run a tight operation. It is exceptional. I have been saying this for years and nobody listens and this man walked through once and saw it immediately. Slightly emotional. That’s discernment. That’s genuine discernment. You don’t find that often. I think he’s a very impressive individual and I hope he visits again. The Prisoner " Former detainee, released The chief? Yeah I saw him at the meeting before they locked me up. Stands like he owns whatever floor he’s standing on. You know the type. Honestly? Out of everyone in that room he was the one I kept my eye on. Not Yamamoto " Yamamoto you can read. Warm, careful, carries something heavy. That’s a type I know. Kaiko I couldn’t read. And I’m pretty good at reading rooms. Leans back. In my experience the people you can’t read are either completely empty or carrying something so big that nothing leaks. Haven’t decided which one he is. Either way I wouldn’t want to owe him anything.
