That trajectory places the UAE firmly among the fastest-growing data center markets globally, not just within the Middle East. What Makes the UAE Different? Geography plays an underappreciated role in this story. The UAE sits at the intersection of Asia, Africa, and Europe, making it a natural digital crossroads for international data traffic. This connectivity advantage is reinforced by physical infrastructure: the country currently operates 18 submarine cables, with three more expected to become operational between 2026 and 2027. A notable addition is the $700 million WorldLink cable announced in February 2026, designed to connect the UAE to Turkey via Iraq with a capacity of 900 Tbps. By bypassing the congested Egypt route, it is expected to reduce Europe-Middle East latency to below 100 milliseconds, strengthening the UAE's position as a regional digital gateway for AI workloads, hyperscaler traffic, and financial trading. Dubai and Abu Dhabi Lead the Way While data center activity is spread across cities including Al Ain, Fujairah, and Sharjah, Dubai and Abu Dhabi remain the primary hubs for hyperscale and colocation development. The country currently hosts around 37 operational data center facilities, with 21 more identified as upcoming projects. Abu Dhabi, in particular, has emerged as a focal point for sovereign cloud and AI infrastructure. In March 2025, Microsoft partnered with Core42 and the Abu Dhabi government to develop a sovereign cloud and AI platform capable of supporting over 11 million daily digital interactions. The initiative is part of Abu Dhabi's USD 3.54 billion digital strategy, which targets full automation of government processes and deployment of over 200 AI solutions. Wholesale Colocation Is Taking Over The colocation segment tells an interesting story about market maturity. In 2025, retail colocation accounts for approximately 27% of the market, with wholesale colocation holding the remaining 73%. By 2031, wholesale colocation is expected to account for over 91% of revenue, reflecting the increasing dominance of hyperscale tenants and large enterprise operators who require dedicated, high-capacity deployments rather than shared rack space. Power and AI Infrastructure As AI workloads grow more complex, power capacity has become a defining metric for data center operators. G42 confirmed in January 2026 that the initial phase of its planned Stargate cluster will deploy 200 MW, with a long-term target of 5 GW scaling at up to 500 MW per quarter. The deployment relies primarily on Nvidia systems, alongside AMD and Cerebras hardware, supported by US export approvals and sovereign AI security commitments. Industrial electricity prices in the UAE currently range between $0.07 and $0.09 per kWh, positioning the country competitively relative to Israel but at a slight premium compared to Saudi Arabia. The Vendor Landscape Key colocation operators shaping the market include Core42, du, Equinix, Gulf Data Hub, Khazna Data Centers, and Moro Hub. Khazna operates 12 facilities serving government, telecom, cloud, and enterprise clients. Gulf Data Hub holds significant planned capacity exceeding 256 MW, which, once operational, will meaningfully shift market share dynamics. New entrants such as Quantum Switch Tamasuk and Volt are also gaining traction, signaling healthy competition and continued capacity expansion across the sector.
