This can be taken a few ways
Yes of course the pervert in park we all need to be aware of and parents please please watch our kids like hawks !
The other is.just a N old man fidgeting innocently in pocket for his cough Jube lolly or cigarette lighter maybe he has dementia and doesn’t smoke at all
Like a nervous twitch
We can take the meaning of the poem anyway we like but these days with all the crazy evil going on I’d say the first scenario
