The Sylvarain peoples govern not through rigid hierarchies, but through a system of fluid stewardship, where regions act as autonomous yet interwoven entities. Each territory: Northern Forest, Central Highlands, Eastern Coast, Southern Plains, and the Western Floating Archipelago; maintains its own council, composed of Stewards, Sages, and Envoys. These councils oversee ecological management, mediate disputes, and ensure festivals and trade routes operate in balance with natural rhythms.


Regional Councils


  • Northern Forest: Rooted in long-standing druidic traditions, councils convene beneath aurora-lit groves. Decisions are inscribed into living bark, symbolizing their impermanence and adaptability.


  • Central Highlands: Governance is pragmatic; council halls double as archives and wind observatories. Highlanders emphasize foresight and written precedent.


  • Eastern Coast: Navigators hold significant sway, but their decisions must pass the Tide-Circle, a council of priests, artisans, and elder traders.


  • Southern Plains: Stewards preside over lantern-lit assemblies where trade routes and seasonal migrations are planned.


  • Western Floating Archipelago: Skyhaven operates via rotating Artisan Councils, where art, energy, and ecology are inseparable.

Law and Resolution


Conflict is resolved through ritualized arbitration, often tied to festivals or celestial events. Fines or reparations are rarely monetary; instead, they manifest as service to the community, offerings to the land or sea, or the planting of living memorials.


Social Structure


Family units are flexible, often extending to include apprentices, traveling envoys, and itinerant sages. Status is less about wealth and more about one’s capacity to balance creation and restoration. Innovation earns respect only if it preserves the equilibrium of the region.
