Enabling seems a more social type of tool.
This will present a look at its current usage in most modern societies.
One, is on adults enabling children to use the toilet when they need. Sometimes embellished with giving a gold star to their credit or other kudos, e.g. instant gratification.  Looking more long term with this example, does it fully benefit the individual? While it is necessary for children to be encouraged to use the toilet, the additional prop of some kind of conditioning kudos and not expertly applied may backfire in life.
Children are impressionable. Children grow up with impressions.  If children grow up expecting always to get a reward as they had when young, they will face an obstacle in their life of having to reverse that kudos conditioning. When they enter further into life and its expectations, the reward will be denied them by other members of adult society that do not support such approaches. One cannot expect an adult supervisor or boss to continue offering kudos to an grown employee for going to the toilet at will. The employee or student will face additional, unnecessary conflict in their mind not getting a reward for a basic duty but was ingrained while young. They may have to face this without guidance or support and make their own conclusions on that and other enablings they had experienced, often without being consulted. They will be getting mixed message in their heads. Not advised and likely no resolution to that confusion and others. If not resolved in their minds, consequences will arise.
The presence of enabling is, of course, seen at times as benefitting or distracting
