Dementia, a convenient logistics category.
It only provides a convenient catch-all in logistics. It is nonspecific.
And that is taken out of proportion when applied to a populace. Hence making a stigma of a nonspecific. Applied arbitrarily by despots, Courts, kangaroo courts (which exist plentifully) and social arenas. It also shows up as "organic brain syndrome".
Any responsible program would apply the specifics, e.g. concussion, PTSD, hardening of the arteries, other brain diseases rather than use a convenient categorization 
While these categorizations are a convenience for logistics, that is as far as they should be treated, as they are nonspecific and imprecise. For actual addressing of the diseases, they should be treated specifically according to each nature. Not just lip service and categorization, which can be misleading. Lip service does not address the situation they represent. The term fails to indicate some specific malady.
