How can it be determined just eventually when will the "time" be right for this cosmos to appear if not for the right combination of conditions whether it be by singularity or other inception?* And how does "time" determine when something ends? And in totality with no surviving residue.

If conditions aren't right, how can "time" and dimensions, etc. be determined to operate, i.e. if multiple conditions, amid vastness, aren't right-then no dimensions, no measurements, no time, no atomos **, no cosmos.

If, in accordance with postulates that say time began  with the inception of the cosmos, some claim the conditions arise from the [principle of] time.
But presumably nonphysical time does not manifest physical prototypes or molding of the cosmos. Then, at best there will be an impasse of both claims
*This assumes when the combination culminates to the state that promotes the inception to be viable. There is no doubt that there are countless events where such a process has not succeeded. And, of course, combination is dynamic and continues to date whether productive or not. So there is no set "time" for manifestation.
Where can "time" be determined to be? Especially if it cannot be traced.

**Atomos is the ancient Greek concept that the smallest whole bit is atoms. And subsequently, no whole thing can be smaller than an atom.

Since those ancient  days, the material concept has always been the leading factor for understanding of the composition of the universe, in spite of science explorations becoming increasing smaller in measuring what constitutes the nature of the cosmos and even moving into the nonmaterial.
