In short,some computations work on the scale probabilities on whether it is likely to have many eligible sites have evolved life and with intelligence and would it be probable to have an increase chance of development amongst many or is it better to have increase chance of development with fewer or could it be zero. "The probability that at least one civilization of that technological level exists is higher than the probability that none of them do." He double plays odds on a scale for easy evolution possibility verus the Great Filter of a "Evolutionary Hard Step" scenario. For that he states, "the probability of being in the Solitude Zone is near 0 because it is more likely that no lifeforms exist rather than just one does." This proposal does offer more depth for consideration of calculating technically advanced civilizations.
